We are seeking an enthusiastic and eager to learn Human Resources (HR) Generalist to join our Human Resources Department. This position reports directly to the Executive Officer/HR Manager.

 

POSITION OVERVIEW:

 

Under the general direction of the Executive Director/HR Manager, the HR Generalist provides technical and administrative support for various functions within the human resources department including labor and employee relations, compensation and benefits administration, classification  evaluations, workers compensation, maintenance of human resources records, with an emphasis on recruitment and other human resources functions within the Department of Human Resources; The HR Generalist performs technical duties that require extensive technical knowledge and duties that require application of independent judgment and discretion.

 

ESSENTIAL JOB FUNCTIONS:

 

·       Responds to inquiries from managers and supervisors regarding employee issues, human resource policies, practices, procedures, and benefits.

·       Assists with conducting investigations into employee relations issues and concerns. Makes recommendations to the Human Resources Manager for resolution of employee relations issues and concerns

·       Implements recruitment plans, prepares technical materials, contacts organizations and media to advertise recruitments, screens applications, organizes, schedules, and conducts interviews, and coordinates interview panels as required.

·       Research policies, laws, and procedures to answer questions and respond to requests for information; explains and applies interpretations of human resources procedures, polices, and rules.

·       Assists Human Resources Manager or designee with design, implementation, and delivery of training to all employees as needed.  

·       Participates in ensuring human resources programs and activities are administered and implemented in compliance with federal and state laws, rules, and regulations.

·       Assists in the development and implementation of systems and procedures pertaining to human resource functions and operations.

·       Prepares and maintains a variety of files, logs, spreadsheets, and records including those pertaining to investigation, complaints, and recruitments.

·       Prepares reports and spreadsheets identifying those employees requiring an evaluation and step increase; contacts affected department regarding employee performance evaluation procedures including timeline and completion dates. May participate in performance evaluation meetings.

·       Participates in new employee orientation activities; provides new employees with hiring and benefits paperwork; makes presentations regarding benefits; explains coverage and programs; processes appropriate forms and coordinates activities with related departments and/or outside agencies.

·       Assists in the performance of classification studies, develops, or revises job descriptions, gathers, and compiles salary and benefit data, organizes and presents information.

·       Assists with workers compensation administration; works with workers comp provider and related entities.

·       Plans, develops, and conducts routine training sessions.

·       Responds to inquiries from employees; provides guidance regarding employment issues, classification procedures, benefit administration, processes and/or related concerns.

·       Assists with employee communications.

·       Represent CASS at job fairs and other employment related functions.

·       Prepares, processes, and ensures timely processing of unemployment, disability, and death claims; maintains follow-up on all claims.

·       Provides general administrative support to the Human Resources Department; composes letters, memoranda, and other correspondence related to assigned human resources programs and activities.

                                        

SKILLS & QUALIFICATIONS:

 

The incumbent in this position should have 3+ years of experience in Human Resources. The incumbent in this position should have obtained a minimum education/training/certification: Bachelor’s Degree in Human Resource Management, Business Management, Psychology, or related field, a PHR certification from an accredited Human Resources Training Association is preferred or in the process of obtaining a PHR certification. The incumbent should have extensive knowledge of:

 

·       California and federal employment law.

·       Excellent inter-personal skills and the ability to interact with all levels of the organization, client management, outside agencies, and public.

·       Strong verbal, written and interpersonal communication skills as well as excellent facilitation and presentation skills

·       Technical principles and practices of human resources management.

·       Modern office procedures, methods, and equipment including computers.

·       Computer applications such as word processing, spreadsheets, and statistical databases.

·       Principles and practices of fiscal, statistical, and administrative research and report preparation.

·       Principles and procedures of record keeping.

·       Principles of business letter writing and report preparation.

·       Methods and techniques of public relations and customer service.

·       English usage, spelling, grammar, and punctuation.

·       Pertinent federal, state, and local laws, codes, and regulations related to human resources.

 

The incumbent in this position should have the ability to:

·       Perform a full range of technical, advanced administrative and programmatic work of a specialized nature involving the use of independent judgment and personal initiative.

·       Provide technical human resources management services independently in the absence of supervision.

·       Participate in the administration of assigned human resources programs and functions.

·       Effectively present information and respond to questions from employees and/or management.

·       Answer questions and provide information to CASS employees, outside agencies, and the public requiring the interpretation and explanation of human resources program, policies, and procedures.

·       Maintain accurate, confidential, and complete employee records.

·       Understand the organization and operation of CASS and of outside agencies as necessary to assume assigned responsibilities.

·       Understand, interpret, and apply general and specific administrative and departmental policies and procedures.

·       Effectively represent CASS to employees and outside individuals and agencies.

·       Research, compile, analyze, and interpret data.

·       Participate in the preparation of a variety of reports.

·       Prepare correspondence and memoranda.

·       Operate and use modern office equipment including a computer and various software packages.

·       Work under steady pressure with frequent interruptions and a high degree of public contact by phone or in person.

·       Exercise good judgment and maintain confidentiality in maintaining critical and sensitive information, records, and reports.

·       Organize work to meet priorities and deadlines.

·       Work independently in the absence of supervision.

·       Demonstrate an awareness and appreciation of the cultural diversity of the community.

·       Communicate clearly and concisely, both orally and in writing.

·       Establish and maintain effective working relationships with those contacted in the course of work.

 

OTHER RESPONSIBILITIES:

 

·       This position requires travel, including overnight and extended stays.

·       Assumes responsibility for doing assigned work and meeting deadlines.

·       Demonstrates an awareness of and sensitivity to clients including cultural and ethical beliefs; and implements care in a thorough, skillful, consistent, and continuous manner.

·       Attends work regularly and adheres to policies and procedures regarding absences and tardiness. Provides adequate notice to supervisor with respect to time-off requests.

·       Performs other duties, as necessary.
